The Bill (Reg. No. 0958) envisages temporary moratorium on disposal of premises and property of the editorial offices of the public and municipal mass media, until the Law of Ukraine "On reforming Public and Municipal Printed Mass Media" that will determine subjects of property right, is adopted.
Pursuant to Article 190 of the Civil Code of Ukraine, a single article, a set of articles, property rights and obligations are considered to be property as a special object of civil rights. Therefore, the People´s Deputies propose that the Bill specifies more precisely the property of the editorial offices of the public and municipal mass media that is subject to moratorium, and determines whether moratorium is to be imposed on property that is in possession of editorial offices as business entities.
However, the proposal regarding a ban on property sale whilst pleading a case on bankruptcy can be endorsed, provided a person responsible for relevant commissions before the creditors (including employees of the editorial offices) is determined.
The participants of the meeting also expressed other comments and proposals regarding the Bill.
Thereafter, the Committee decided to continue working on the Bill, taking into consideration the comments and proposals of the subjects of legislative initiative, and to submit it for parliamentary consideration at the Second Reading.
